The Government e-Marketplace (GeM) is the largest single procurement channel for institutional cleaning supplies in India — every central ministry, every state PSU, the Indian Railways, the armed forces, every government hospital, every CPSU. For a cleaning-products manufacturer that has never sold into government, GeM looks intimidating: ratings, technical compliance, EMD, penalty clauses. For a manufacturer that has sold five orders through it, GeM looks like a steady channel with predictable margins and unusually long payment cycles. Both views are right.

What GeM actually is, in one paragraph

GeM (mkp.gem.gov.in) is the government's central online marketplace for goods and services. Buyers (any registered government body) post requirements; sellers (you, once registered) bid. There are three transaction modes — direct purchase (under ₹25,000), bid (₹25,000 to ₹5 lakh), and reverse auction (over ₹5 lakh). Cleaning products mostly transact in the bid and reverse-auction modes.

Onboarding: the four documents you actually need

Most "GeM onboarding consultants" overcomplicate the process. The actual documents required for a cleaning-products manufacturer are:

  • GST registration (you have this)
  • Udyam (MSME) registration (free, takes 20 minutes online; gives a 25% MSME-side preference on many tenders)
  • Manufacturing license for cosmetic / household products from your state Drugs Control Department (if you are an established manufacturer, you have this)
  • ISO 9001 certificate (preferred, not always mandatory; opens roughly 3x more tenders than not having it)

Optional but useful:

  • BIS certification for any product covered by a BIS standard (toilet soap IS-2888, detergent powder IS-4955, etc) — required for some institutional tenders
  • GeM Vendor Assessment — a third-party audit of your manufacturing facility; gives a credibility tier marker on your seller profile

Where GeM tenders go wrong for new sellers

Three failure patterns repeat:

Bidding on a tender where the technical spec implicitly favours one supplier. Some tenders are written with a specific brand or specific specification in mind. The clue is in the technical evaluation criteria — if the criteria specify a CAS number, a particle size band, or a packaging dimension that matches exactly one product on the market, the tender is wired. Bid only if you can match the spec exactly; do not bid expecting interpretive flexibility.

Under-pricing the freight component. GeM tenders typically require pan-India delivery to the buyer's specified location. A Gurgaon-based manufacturer bidding on a Northeast-state tender pays roughly ₹8-15/kg in freight that they would not pay locally. New sellers often forget to add this to the bid.

Missing the PRC (Penalty for Reject) clause. Most tenders include an inspection-and-rejection penalty — if the supplied product fails the buyer's incoming QC, the supplier pays a penalty of typically 5-10% of order value plus replacement freight. Read this clause; price-cushion accordingly.

Payment terms: realistic expectations

GeM payment is generally L1 (lowest bidder wins) and the buyer pays per their internal cycle. For central-government buyers, payment typically lands in 45-90 days post-acceptance. For state PSUs, 90-180 days is common. Some PSUs run longer. Plan working capital accordingly — winning a ₹40 lakh order with payment at day 120 is real money tied up if you are not capitalised for it.

Margins on GeM are tighter than on private B2B because the L1-bid mechanic compresses pricing. Volume compensates: a single hospital tender can be 8-15 MT of phenyl annually.
